The Ministry of Labour and Vocational Training (MLVT) is responsible for enforcing the Labour Law. The law requires that labour inspectors have sufficient qualifications and adequate training, and that measures be taken to ensure permanent training is provided to these agents throughout their careers. Employers are required to notify the Ministry in writing every time they hire or dismiss a worker. Employers intending to hire foreign nationals must give priority to local Cambodians. When local resources are unavailable, employers must obtain advance approval from the MLVT to hire foreign workers. In August 2014, the MLVT issued Prakas No. 196 on the Quota of Foreign Workforce, establishing a maximum quota for foreign employees.
